How does Fusion understand what direction to grow the rib / web ? I was able to do it on one side

There is a bug with the WEB command that I had already reported and reproduced. A WEB structure inside a cylinder could be extended beyond the walls of the cylinder. It might not be fixed yet.
flip does not work - I noticed that sometimes the rib structure does not go perpendicular away from the sketch plane but flows parallel to the sketch plane.

The cursor hint for the rib command reads:
" Uses an open sketch curve to create a thin feature. The rib is created planar to the sketch plane."
For this reason, I suspect the rib command is working as designed. A better example of what one may use the rib feature for is below. Note that sketch 16 (the sketch selected in the Rib command) is located on Plane 4 (visible in the workspace).
I suspect that the command you are looking for in this instance is the web command. The cursor hint for the web command reads:
"Uses an open sketch curve to create a thin feature. The web is created normal to the sketch plane."
If you use the Web command and disable the Extend curves on the really "angled" web sketches, it seems to help. I suspect there is some limitation in the extend option that is preventing those two webs from solving. I will submit this to development for further study.

One other note I wanted to make is that if I offset the sketch to be below the "top" of the part the web command will work with the extend option enabled. Hopefully, the below screen shot helps to clarify what I mean by this.

also the web does not work well
only along one normal direction of the sketch plane not the other.
the part were it fails is just at the other sketch side.
so it looks the flip direction is just bugged

The reason it work well on one side and not the other is that the sketch is located "above" or outside the extents the body. See the below image and let me know if this make any sense.

I found that if the sketch is exactly co-planar with the split upper surface, the extend option is not as robust as it is when the sketch is located below.
I was going to suggest that you add the web prior to splitting the handle, but I think then the offset the web surfaces may be a bit more work. However, you may be able to split the web into separate bodies and use the push pull command to offset the web height. I haven't explored this, but it might be worth a shot.
At this time, there are are no offset tools built into the command that would automate this task. I have reported this incident to development. I will circle back as soon as I have any news regarding this topic.

I think this is a tool which should be there.
as a designer I should not have to rebuild the web sketch twice. I did an offset for a plane again projected the sketch.
Works well but seems bloating up the time line. Not sure if this is just how it should be done because of how the
code for the rib/web works.

When I was trying one of the work exercises, I could not get the web command to work. I eventually found that the program was trying to make the webs perpendicular to the plane of the sketch but in the wrong direction. I saw this when I chose "distance" instead of "To next". See attached screenshot.
I found a work around by using the "move/copy" command and choosing "Move Type" = "Rotate". I had sketched the lines on the same plane the model was designed on (not offset a couple of mm into the model. When the model was rotated 180° so that it was underneath the plane instead of resting on top of it, the web function works. If you need to, you then have to flip it again to get it back in the original position. I tried to be smart and delete the first flip after the webs were created but of course I then got a fault on the web command. It's not ideal to have to extra flip operations, but it works so I'm happy with it for the time being.
