Fusion is not smart enough to realize that the edge I am selecting is only part of the blue selected surface and not connected to the yellow non selected surface.
both BREP objects are not joined just overlap.
to make this work I needed to delete each opposite brep to make the revolve work.

This doesn't appear to work correctly with the initial selections, which doesn't seem correct. I will log this with development for further investigation.

Autodesk Screencast is a screen capture program that records display, sound, mouse, and keyboard. In addition to this, it creates a timeline of the commands used for a variety of Autodesk Products, including Fusion 360. You can then share the video publicly or keep it private on the Autodesk Screenshare website. I believe you can also download the video if your prefer. You can embed the video in the Autodesk forum's HTML tab by copying the embed link from the ScreenCast website.
It runs on both Mac OS and Windows. There's a demo of configuring and running on Mac OS in the below link:
