Huber,
The capability to create balloons and Bills of Material has not been introduces in Fusion yet. As a work around, you can use the leader command in the Drawings to add text to your 2D drawings.
To create a drawing from a design, open the design, click on the FIle menu and then choose 'New drawing from design'.
I hope this helps,
Welcome to the Fusion 360 community! Thank you for posting your question.
The closest function seems to be the leader text at the moment. You might add a leader text with the Item Number or Part Name listed as the text. Are you doing the Bill of Material or Part List in a separate spreadsheet?
The best thing to do is let the Product Management team know that you value this feature by submitting an Idea to the Fusion 360 IdeaStation.
