lighting my subway

i have been working on this a month i'm not sure of a way to light it i was going to use the photomtic light with the web and the free point like set it to web and then use the webfile add the linar cover. but it does not work in this scene i have the exposure control on when i render the scene, the acene turms black i have about 4 of the same lights but no effect.

Too many problems to list. Could be
-- Scene not set to correct scale
-- light intensity too low
-- render setiings too low
--- etc.
