Young's Modulus of Concrete

I am designing a structure to BS8110 and I'm interested in the default E value (Young's Modulus) of the different grades of concrete. Do you know where this value comes from or do you know if a certain % of steel is assumed within this value.

I can see what values of E Robot has assigned the different grades of concrete, I am more interested in where this is derived from and whether a % of steelwork is used to generate these specific values?

of course: Youngs Modulus is for the concrete only, and has nothing to do with a % of steel.
