Two-way load distribution

I am having trouble with the two-way load distribution for cladding panels. Most of my panes are working fine, but some refuses to span two-ways.

Is there way of forcing the panel to span in two-ways?

The claddings are not flat enough.

Change Model generation Tolerance as shown below:
