The description of French syntax of STR text file is contained in R97mod33.doc file attached should help you.
But it is important to know that STR text file is no longer developed and it does not support many features supported by the RTD file (For example panels and meshing of them, code design paramaters, etc.)

The file attached wasn't VBA code, It's only the syntax to respect to have a valid text file.

You've used the syntax " NUMerotation ELEments 100" this syntax enables to control the starting of generated finite elements, but unfortunately It is not impossible to control numbers of panels in text file they're numbered automatically.
If you delete this block, I mean " NUMerotation ELEments 100" , you can get the rtd file (see file attached).

There are problems to read from the text file the activation of considering shear deformation in bar elements.
The workaround is to comment it in the text file using semicolon - as below:
CARactéristiques physiques
"BETON"
; G=1.63e+007
1 B 0.300 H 0.500
If you really need to consider shear deformation in bar elements then you can do it after loading the model using advanced properties window:
