What is the meaning of deflection limit? Is it local to the panel? Is there a way to describe the limit in relation to span?

Mind that for the elastic the deflection is calculated as the difference between the displacement of a panel's node which 'moves' the most minus the displacements of a supported node which moves the 'least' therefore the values obtained for a slab with imposed displacement of supports and with fixed supports are the same. On the other hand when you have a slab supported on beams which move as well (e.g. a middle field of a floor system) you may consider adding the displacements of these beams' to the slab deflection limit.
For the verification of the deflections with the stifness update the value of deflection is displayed as value of displacement of the slab with 'cracked' stiffness assigned to each of its surface element.
