Clear your browser cache
Clear your browser temp folder
Clear windows %temp% folder
Try different browser -> Chrome
Try different internet provider

Solved ,
It was not working on any browser even after executing your recomendations.
It worked only after changing the 2 DNS adresses on adapter tcp/ip settings.
