20% Base Fixity

With reference to the attached file, I have set up 20% member end fixity to my columns and selected fixed bases.

However the bending moment diagrams I am getting are that of pinned bases (no fixity). I have done this on a different project and it worked and I cant see what I have done differently this time for it not to be working.  Please Can you advise.
