Is there a way to convert revit 9.1 to a revit 9 file? and is there a way to make the save a defalt version 9, like it is to make the defalt version 2004/LT in AutoCAD while working on newer versions of AutoCAD?

no.
revit is not anything like AutoCAD except that it runs on a computer.

There is no way in Revit to "save down" to an older version.

I don't believe there ever has been a way to save back to an older version. It is unlikely that there ever will be.
