I looks like a Beam System which is Work Plane referenced and controls the beam alignment.

If it’s just a single member you need to remove the beam system or it from the System using the Group Tools in the Top Left of the screen.  Try rotating the whole System (use tab to select the dotted line reference) then retry.

If you want to rotate them all you could create a new reference plane in elevation or section and give it a name for identification on the angle as required, SET this as the work plane you can then edit the beam system to this new work plane or redraw it in a plane view.
