There is a difference, fundamentally, of how Revit handles Panel Schedules vs. 'normal' Schedules.
A fixture schedule, for example, is a Schedule View... i.e., it is in Project Browser under Schedules.
Panel Schedules are implemented as Reports... and as such, they show up in Project Browser under reports. This is also true of the Heating/Cooling loads report.... which happens to have tabular like a schedule... but isn't a schedule, per se.
This probably doesn't matter a whole lot to how you expect the software to work, but this is why there is a difference in generating the output.
