Autodesk RME 2012 .rte file blank

I have been trying to get this Autodesk Revit MEP 2012 to run but keep getting error 30 about the licensing and everything I have read says that it is because or the .rte file. My brother-in-law, who is a cpa tech guru, showed me I had the wrong operating system and also it was because this file was blank. I read that I can select another rte file but can't find any others on my computer. I know that most to all of you are FAR more advanced than I, but how can this problem be ressolved?

You should post this issue in the Installation & Licensing forum as well, where you'll be more likely to get an answer.
