I believe what you are trying to do goes into the (broad) territory where Revit doesn't think that much. "Why would anyone want to circuit something that's going to be demolished in the end?". And I'm sure it lacks the ability to track multiple circuits across multiple phases for every single device, not to mention making panel schedules for each panel per each phase. I don't see a possible solution to this, aside from dividing the electrical into separate projects by phase. You'll probably have to log your case with Autodesk Support/Feedback.
So to make myself more clear.
I have light fixtures that will be put in the first phase of a project but will be demolished in phase 4. So on my drawings for the first phase of work I cannot power or assign a circuit to that fixture? Therefore my lights in the first phase of work cannot show any circuit/wire tags. It seems like I'm missing something here because this should work, I would think.
I would assume this would work as well, but if Autodesk had not heard from a significant number of companies that this functionality was necessary, then it may have been cut from budget and over-simplified as we see it now. Or at least something like that. If you ask them through that link, they may tell you why it doesn't or can't do that. Or better yet, tell you that I'm wrong and then tell you how....
It applies to pipes and ducts too, as soon as they are demolished in any phase, they disconnect from everything.
Its a real pig if you change your mind and want to undemolish something. Its easier to just redraw.
If you want a dreaded work-around, add a phase related parameter to the family, then filter by it.

It is not possible to circuit items that have a demolished phase. In order to circuit items and allow them to appear demolished in your view without actually demolishing them, you can try using view filters.
