Revit should have a filter manager, wher we can create filter settings, deploy to templates and see which filter are in use and also edit filters settingd globally in selected templates
There is a 3rd party tool as part of the kiwi codes "bonus tools" tool set that allows you to push filters and their overrides to other view templates.
But I agree, this should/could be a native manager that would be great implemented into vanilla Revit.
