why we need to give the same data in value column to the formula column within "  "

Pls find the image in that why manufacturer name is repeated in formula column inside " ".

What is the need for this and why?

A lot of manufacturers do this to "lock" the value of the parameter.  Usually it's just for proprietary information (i.e. website, product name, etc.), and can safely be deleted in the Formula column.

You don't have to do this. The reason for this is so people can't easily change it under the properties palette under edit type. If you want to remove it you have to open the family and remove it in two places.

That is my thought on the reason. It doesn't hurt anything if it is there or isn't there.
