Visibility Graphics/FilterRule cannot make it work

When I try to create a filter, I cannot get the Filter Rule to work.  Under Filter by there is an option to select More Parameters  which then directs you to Project parameters.  When I select a parameter, it does not show up in the 'Filter by' box so I can create the rule.  I have used this feature in 2011, but I cannot seem to make it work in 2012.  Any ideas?

The category of element you are trying to filter will determine the parameters available. If the parameter is not associated with the category it will not  be available in the drop down. I would make sure that the parameter you are trying to select has been applied to the category of element you are trying to filter.
