Is there a way I can have my Elevation RL's include a comma ","

This one is a little bit hidden from the eyes.

Select the Level find its Symbol Family by clicking edit type

Find that Symbol Family under Project Browser > Family > Annotation and right click edit

In the family editor select and edit the Elevation Label

Click the Edit Parameter's Units Format and set it as you like.

Load back the family into the project.
