Toposurface not visible

Topo was created using import points from an ACAD file.

Certain level views (plans) do not display the topo surface. But in others, it does display. Why?

I have ruled out the following: view range (probably); visibility graphics settings (on); hidden objects (not); no worksets; phases/ phase filters.

I have a feeling it has something to do with what level the points were imported on, but I do not even know at this point what level that is.

Visibility Graphics, by default the Topo surface category is unchecked (turned off) in all plan views except the Site Plan view.

No, that is not the issue. We have checked that, along with making the view range unlimited. In most situations, the topo is below the levels where the topo does not show up. Levels that intersect the topo do show it, though we have to adjust the view range for the desired result. Any other thoughts?
