how do we change the scale for large scale drawings in order to avoid mess?
Use less annotation on a larger scale view or change the text type to use smaller sized text.
I would probably argue the 2nd solution is probably just as bad as doing nothing as the text will become unreadable at smaller sizes.
Different scaled views are meant to convey different information. It would be quite rare I think to see exactly the same annotation on a view 1:100 as I would see in a view of 1:200 or 1:50.

Break up the plan to several Sheets. That is a normal practice for every large project.
Your Annotations (dims, text, etc) are independent from the scale of your model.
The Annotatiuons are full size- ie you want 2mm high text, then that's what you put down- it will always be 2mm regardless of the scale you choose for the view.
