for some strange reason, my stairs are not displaying dashed in the upper
side, in some views, since in others it does... any idea? how can I control
that?

Just a guess, but check the View Range settings under View Properties for
the respective views.
Also, when viewing the stair created on Level 1 from Level 2 the difference
is as illustrated in attachment
