Setting up site plan w/ single building

What is the best way to set up a site plan for a single building?

I'm using civil consultant base plans that will be updated from time to time.

I want to be able to move my building around adjusting as needed.

Should I set it up like I would if I had multiple buildings, creating 2 files, one for the site plan and one for the building and reference them into each other or just create a single file? It seems difficult to move a building in a single file that includes the site plan.

Link in the DWG site plan from civil. Move the site plan around as needed
rather than moving the building. Then use Project Position/Orientation to
set plan and true north.
