How about, log in under a different name and lock that workset?

Box select everything on Level 1 and do Pin Position. This will prevent these element from being moved, but you can still select
them. When you're done, you can select them all and Unpin Position.

If you really don't want to be able to select them, a workaround is to put them in a Design Option. Then they can't be selected
unless you uncheck "Exclude Options" in the option bar.

It depends on what you are talking about.

If this is a floor plan, then you probably have an underlay turned on. Turn
off the underlay and you won't then see or be able to select things on the
floor below. If you need to see the floor below as an underlay, then use a
window or crossing. Underlay objects below the current primary range are not
selected when using a window or crossing. They will be selectable however if
you just pick on them

If you are talking about 3D, then worksets are the way to go for separating
objects into different groups for selections.
