Can Revit be used like MS Projects to track projects and manpower? has anyone developed a template in Revit to do this?

Not really. You can add in parameters to sheets and then do a series of
calculations as to time spent on sheet, percentage complete, etc. However,
the time spent would have to be entered manually. Revit is a CADD package,
not scheduling software.
