You may want to check the visibility graphics (VV or VG) to see if they are turned off on the annotation tab in your sections and elevations. Also a quick way is to reveal hidden elements - the lightbulb on the view control bar on the bottom left of your screen.
As for the numbering of the levels - the last level placed in that file before you got to it was level 8 - so level 9 is next. If you place the level and change it to 3 the next one you place will be 4. The numbering is nothing to be overly concerned about since you can change it to anything you want it to be.
