Restore backup

if a user, uses restore back up command to a local file to a date (for eg 2 days ago) will this change the central file if he Synchronise with central. What will happen to the local and central file if the user is in non editable mode when he restore back up command.

There is a good chance that the user will see the following message when trying to synchronize a local model that has been rolled back:

Revit cannot reconcile the differences between your local file and the central model.  You can find more information about the errors in the Worksets dialog.

Regarding using Revit in Viewer Mode, I found that I could save a prior version of the local file, but I could not synchronize that file with the central model (while in Viewer Mode).
