Interesting. I hadn't noticed that that particular tutorial seems to have
fallen by the wayside. Too bad. It was a good one.
Regardless, it's not that difficult to accomplish if you are already
familiar with the family editor. Essentially all you're doing in that
example is creating baluster families and baluster panel families to create
your various vertical components. Then you simply assign them as a part of
the rail type in the baluster placement settings.
Step one would be to create your baluster families - go to
File->New->Family. There are three templates for creating balusters, posts
and panels (they should be obvious). With a little experimenting you should
be able to figure it out. Again, however, the key here really is no special
knowledge of railings and rail structure - that's pretty straightforward.
The key is familiarity with the family editor and the process of creating
parametric families.

In an attempt to learn how to create a railing, I found an old thread in
this forum dated back to 2004 which refered the user to use the revit
tutorial in the attached .jpg. Does this tutorial still exist somewhere or
one like it? I would love to use it because i'm trying to create a similar
railing to the image in the tutorial. If not, could someone give me the
basic steps that i would follow to create a similar railing?
