Phases not displaying correctly on 2nd Floor

I have a multi-story model with "Existing" and "New Construction" phases present on each level.  The graphic overrides are functioning properly on the 1st Floor (existing is displayed in lighter line weight and half-tone) but for some reason the overrides are not applying to the 2nd Floor.  Does anyone know what is causing this?

Make sure the elements themselves have been created on the correct Phase.

 

Then make sure the View Properties are set to show the correct Phase Filters--i.e. Existing and New, etc.

 

Check your 1st floor plan view properties and compare settings.
