Phase Filter Override Doesn't Apply to all Elements in the respective phase

We are using two phases:

Existing and New Construction.

Some existing elements are greyed out per the Phase Filter Override Setting and some are not!

This inconsistency is happening with demo elements as well: some to be demoed are showing full strength and not overriden.

Have some of you experienced that before? Any ideas as to why it could be happening?

I would guess that one of the following is responsible for what you are seeing:

1. The phase filter is not applying to any of the elements, and something else is affecting the appearance of some of the elements.
2. The unaffected elements are not existing elements (Existing for this purpose means an element that was created in an earlier phase and continues to exist in the current phase).
   Note: when working with phase filters, the term Existing does not refer to the phase named Existing.
3. The phase filter is applying to the elements as expected, but something else is overriding the phase filter Graphic Override.
4. Corruption (e.g. unexpected settings which can’t normally be applied or seen through the interface) are causing the unexpected behavior.

There are a few ways we can test for this. For the first item, change the Graphic Override, to something different (change the color or line pattern) and verify that all of the currently grayed out items are affected (this verifies that what you are seeing is caused by the Graphic Override).

For the second, verify that the phase set for the view is later than

(below) the Existing phase.

For the third and fourth items, try creating new instances of these families (in the Existing phase), and see how they are affected.

Another test would be to try reproducing this behavior in a new project, and if (as I would expect) it doesn’t occur in the new project, look for differences to find the cause. The following article has more info on this topic:

Thank you for taking the time to look into the issue.

Nothing worked.

I realized that the categories of the elements that were "misbehaving"  had "Default" material in the object styles: Default Wall, Default Floor, etc.

Not sure how this might affect their behaviour though. I wasn't able to fix the problem.

Can you create a sample file showing this issue (where just the affected elements remain) and attach to the thread? (This would make it easier to take a look at how things are setup within the elements/project.)

We found that Silhouettes had been applied in the Graphic Display Options, and this was overriding the display of the Phase Filter Override.

I ran into this problem today.  I changed the Existing Phase in Phase Graphic Overrides to blue so I could see what was happening.  I had two ceilings that no matter what I did would not change.  Turned out to be the ceiling height in relation to the View Range.  The ceilings just happened to be at the same level as my "Top Range."  Raised the top range to above my ceilings and problem was fixed.  Hope this helps someone!!
