Need to create simple construction reference line

... but can't seem to do it easily.   For instance, I'd like to create a simple reference line parallel, and a few inches above, a shed roof surface.  I will use this line to mount a solar panel to the roof.  I don't want to mount the solar panel flush with the roof, but a few inches above.  I will then attach to roof with a bracket assembly (which I hpe to create).

Use a reference plane form an elevation view, created as an offset from the slope of the roof, and locked with a fixed dimension to keep it parallel to the slope of the roof.
