Lock Leader Arrow To Entity

Hi, is there a way to Lock the Leader arrow to the object so when the object is moved the leader arrow will still point to that object??

Move the text with the "four way arrow" and it will instead of moving the entire assembly. Pick the object then use the 4-way graphic.
