Keeping a round object centered

I am trying to keep an object that is round centered. For some reason I can't seem to remember how to do this...

It is possible right?! If so how?

 

I attached an simple example for reference.

You need dimensions from the center point of the circle, locked to reference planes at all 4 edges of the square.

 

Make sure when placing the dimension to use SC for "snap center" to place the dimension at the center of the circle.

 

Test it by flexing it when the size of the square changes.
