How do I get underlay to not be half tone?

I was under the impression underlay was assigned to the "beyond" line style. Therefore whatever you set beyond to would apply. Apparently not the case because it defaults to black, lineweight= 1. linestyle = solid. So, how do I change my underlay to display black instead of half tone. I'm still in 2009 until this project is finished. I'm drawing a roof and the floor plan below is so faint I can hardly see it.

In 2009 there are NO controls for how the
underlay displays.  this is controled at the system level.  the only
control the user has is on/off and what level you would like to underlay. 
In 2010 there are some additional controls which can be used to
control line weight/color and line type of the underlay.
