Filled region will not work Revit LT 2014

I have a drawing model where I cannot create a filled region in one sheet, but on other sheets in the same model I can. the filled region appears but does not mask anything - it is transparent. Transparency is set correctly (to zero) and I have tried bringing it to the front.

 

Any ideas?

 

Running Revit LT 2014 with latest update.

By chance, is your View's Visual Style set to Wireframe? The Masking Region will not function if this is the case, so you'll have to set it to "Hidden Line" using the the tool in on the bottom bar with the image of a cube, which is the second to the right of the View Scale.
