EQ dimension anchors in families

I've run into some issues with EQ dimension constraints in families. As far
as I can tell, the anchor seems to be causing a conflict.

I have Top and Bottom(origin) ref planes defined, and a Middle ref plane set
EQ between them. I cannot set the middle ref plane to be the anchor of the
EQ dimension. When the height changes, anything constrained relative to the
Middle plane will sometimes break constraints (and sometimes not). It seems
to me that the Bottom(origin) should be the anchor, but that doesn't work.

As a workaround, I can create 5 ref planes defining the Top, Bottom, quarter
points and the Middle. This allows me to set the middle plane as the
anchor, and everything works fine. Is there a reason for this or am I
missing a best practice rule?
