How do I construct a dome ceiling from a section cut view, that I would like to trace the outline.

It could be a model in place, for which you can assign the Ceiling category. A revolve solid. Specify the material before finishing the model.

it is wrong method, in this case we have to draw revolve in plan view not in elevation, so try some other method
