Does anyone know if the "Hotfix - Autodesk Revit 2014 – Revit Server" is included in the "Revit 2014 Update Release 3"?

The Hotfix applies to Revit Server 2014; the Update Release applies to Revit 2014.
According to the Readme for the Hotfix, if you apply the Hotfix to Revit Server 2014, you also need to apply Update Release 2 to Revit 2014 in order for the two to work together. Since Update Release 3 is a cumulative update, it includes the updates in Update Release 2 (and Update Release 1), and should also be compatible with the Revit Server Hotfix.

The hotfix is both for updating Revit server and Revit:
"Note: You must apply the most recent update to a Revit 2014 product, Revit 2014 Update Release 2, before attempting to apply this hotfix. Both Revit Server 2014 and Revit 2014 need to be updated with this hotfix."
So it does. Since everyone does not use Revit Server, I would not expect that whatever the hotfix patches on the machines running Revit would necessarily be included in the Revit Service Packs. If you have a Revit installation with SP3 installed, try running the hotfix MSI file on it. If the fix is already part of SP3, I would expect the installation file would recognize that it was already installed and inform you of that.
