I'm currently trying to dimension my working drawings, I was wondering how I could change the colour of the dimensions and dimension text so it stands out from the drawing.

You can create a new dimension type in Revit:
1. Edit Dimension Type > Duplicate > assign a new name.
2. Change Color > as needed.
3. Change Text > Font and Size as needed.
4. Assign dimension type to dimensions as needed, or draw new dimensions with type.

Is there a way to make annotation bracket ({) in revit having the same parameters as a dimension styles? I have attached a image showing the use of the bracket in annotating a drawing. Please see image attachment.
Not that I know of.

You could make a generic annotation that looks like this. The brackets can have a width parameter placed on them so you can change their size as well. The label, size, and positioning of the bracket would all be manual though. Attached is a sample family showing how you might do something like this.
