Detail section and callout visibility

Is there a way to make detail callouts or section only appear on the parent view? Detail sections seem to pop up everywhere when we begin to add them towards the end of the project.

If you place a callout or section on your 1/2"=1'-0" enlarged plan, that reference has a parameter named as "Hide in scales coarser than..." which is automatically set to 1/2"=1'-0", which hides those reference in the 1/8" plans or section views.

what if your parent view is 1/8" scale?  It seems to hide it in this view as well. 

 

When callouts are placed in a section view, they seem to appear only in that section, but when placed in a plan, they appear everywhere.  This method works well.
