I'm inquiring whether or not it is possible for Revit ceilings to be customized by the input of a user regarding the shapes and sizes without using a .pat file. Almost like a parametric object with predefined limitations. For example: a rectangular ceiling tile 'x' can be from 6 inches to 10 feet and side 'y' can be from 6 inches to 6 feet. So someone can select the ceiling type and actually input what size 'x' and 'y' they'd like while staying within those limitations.

Short answer: Yes
You can create a new Family, using the Generic Model, Ceiling Based Template.
You can set up geometry, dimensions and parameters by Type or Instance to control various sizes.
You can then load the Family into your Project and place it on a Ceiling Plane.)if you had a "placeholder ceiling"
in the model.
You could also use a simple Generic Model Familiy Template and create a similar ceiling family which would not be hosted by another ceiling, it could be Face-Based as well. Lots of choices.
However--be aware that these families are NOT System Ceing Families, so they will not behave the same as standard ceilings such as Compound Ceilings and ACT 2x4 where the user sketches a footprint or selects bounding walls, spcifies a height, closes sketch and the ceiling then generates itself.
