create local unnecessarily tries to upgrade then crashes

We have a user trying to open a Revit file from the central file by checking create local.  Even though he is in the same version of Revit as the central file, it says "upgrading local file" with a message (see attached) then crashes.   Anybody have any idea what is causing this behaviour?  It should not be upgrading in the first place

  Could you attach the journal files? Does the file open afterwards? If the two files are different versions then it will try to upgrade to the latest version.

OK, everything is working now, have no idea what was going on but I think the old "restart your computer" did the trick.
