Well you could try the following, probably not recommended by Autodesk
Project transfer your Project parameters from a 2012 COBie file (the supplied COBie Template will suffice) to your 2013 template to get the COBie parameters in the file.
Install the approriate 2012 COBie plugin
Get the dll and drop it in the 2013 plugin directory from C:\ProgramData\Autodesk\Revit\Addins\2012 to C:\ProgramData\Autodesk\Revit\Addins\2013
