Not sure what you've tried, but something that worked for me was to go to
the elevation view and select ALL your elevations at once then use the MOVE
command, give it a vector and a value. Should work.

our building location needs to be revised, moving the building up 2 feet. I
have tried changing the elevation tag which would normally have done the
trick, however now I receive errors which say that certain items "can't cut
instances of _____out of its host. These errors seem to be light fixtures
hosted in the ceilings. Why is this happening? If the lights are hosted in
the ceiling and the entire level is being raised shouldn't the hosted object
move along with the host? How can I change the elevation tags and have
everything act properly and adjust to the new elevation.
