Victor,
I gathered from those at AU who answered the same question that the API
would be ActiveX based so you could use just about every language and
IDE you wanted, including the .NET IDE, but not AutoLISP. 😉 From
what I understand, it will not be dependent on the .NET framework. As
Scott says, it is not yet available.
