Annotation in Parametric Family

Making new titleblocks, and have the 'frame' stretching around perfectly
for different sheet sizes. But I can't find a way for the
Annotations--text, labels, a generic annotation symbol, and a revision
schedule--to stretch with the linework. Is there a way?

You can, but it requires much messing around with groups, visibility, ref
lines and much other stuff.
It is much simpler to create and manage with just a separate file for each
tiltleblock family. This is one instance where parametrics just don't make
much sense.

Fair enough! Until I ran into this issue with Annotation, parametrics
seemed to make perfect sense... Oh well. Thanks.
