You can, but it requires much messing around with groups, visibility, ref
lines and much other stuff.
It is much simpler to create and manage with just a separate file for each
tiltleblock family. This is one instance where parametrics just don't make
much sense.

Making new titleblocks, and have the 'frame' stretching around perfectly
for different sheet sizes. But I can't find a way for the
Annotations--text, labels, a generic annotation symbol, and a revision
schedule--to stretch with the linework. Is there a way?
