Adding a title block to a project

I'm trying to add a title block to a project.

 

I have

1.  created the project

2.  created the title block

3.  clicked Load Family

This places the title block into Project Browser\Views(all)\Families\Annotation Symbols\Title Blocks

 

When I try to insert it though I get this error:  "Can't create this kind of element in this view in the current mode."

 

Which view do I need to be in to view the Title Block?

Did you create a sheet?  Titleblocks go on Sheets, and it seems you are trying to place a titleblock in a view.  Go to your Browser, right-click on sheets, choose Add Sheet.  Then pick your titleblock from the dialog box.
