about Revit 2011 Level

How can i get BuiltInParameter.LEVEL_IS_GROUND_PLANE parameter from Level?

why it's value always 0?

I want to get which Level is ground_plane.

and.

How can i get BuiltInParameter.LEVEL_IS_BUILDING_STORY parameter from Level in  Revit 2011?

this parameter just  support  by Revit 2013 API?

I beleive that the "Story" parameter for levels is only in r2013.  It is used for IFC export:
