2013: Page Setup Workflow

Anyone know why you cannot pick the printer in:

Application menu->Print->Print Setup ?

Is this a bug?

It is counterintuitive to need to use the print button to pick the printer before using the print setup to choose the paper size.

as I have observed :

Print Setup (not Printer Setup ) looks to be  a submenu of Print...and when you choose: Application menu->Print->Print Setup you chose a shortcut to this menu, that refines the settings made in Print.

If you choose : Application menu >Print and you click directly on it not on the arow from the  right button the entirely menu opens (with Print Setup as a submenu).....seems to have a logic....
