No idea if that is Revit 2023 version upgrade or bug.
In this version when double clicking mouse scroll button on the sheet it only centers the view on the sheet boundary (it crops everything that is outside the boundary).
If I have views/ annotations/ title blocks outside of the sheet - they won't be visible after double clicking, I would need to zoom out and find the items manually.
In previous versions from what I have checked it worked in a different manner - every time I double clicked the scroll button it centered the view on all elements visible - even it they were outside sheet boundary.
Is there a way to control that in Revit 2023? (change to way it was before)?

Just tested in 2021 and it behaves the same as you are experiencing in 2023.
(Note: I am assuming that you are referring to objects within a viewport.)
